The Education and Training Voucher (ETV) program provides financial assistance to meet the postsecondary education and training needs of youth who have experienced foster care. ETV funds support students enrolled in qualified and accredited higher education program. 

In Georgia, ETV funds are administered by the J.W. Fanning Institute for Leadership Development at the University of Georgia through a contract with the Georgia Department of Family and Children’s Services (DFCS).


Eligibility Criteria

To qualify for ETV funds, youth must:

  • Have been in foster care for at least 6 months (non-consecutive), with at least one day in care on or after their 14th birthday.
  • Youth who achieved permanency through Guardianship or Adoption after age 16 should contact their Independent Living Specialist (ILS) to verify eligibility.

ETV Benefits

Eligible students may receive:

  • Up to $5,000 per year (July 1 – June 30) for educational expenses.
  • Chafee Stipends of $250 or $500 per month, based on eligibility, while participating in the ETV program.

Youth must coordinate participation through the State DFCS Independent Living Program Specialist


Additional Eligibility Requirements

To receive ETV funds, students must”

  • Be enrolled in an accredited postsecondary educational institution (two-year or four-year degree program)
  • Be between the ages of 18-25
  • Have a maximum eligibility of five years (ETV support cannot exceed five years)
  • Ensure ETV funds are applied as ‘last dollar’ funds, meaning all other financial aid options must be utilized first
  • Be aware that fund availability may vary based on state allocations.
